Certain shop keepers on the island have a private stock of mainland reagents, if you ask them for it they just might sell. Be wary though, they charge a lot more for them.

Pacal (the junk dealer) sometimes has mainland reagents for sell.

Wulfgang, the Arsenal NPC located in the Ko'catan jungle itself, sells mainland reagents as well.
