This somewhat scattered man runs a very scattered store set in an abandoned arsenal. Regardless of his apparent lack of organization, Pacal has a remarkable understanding of exactly what is here and where.

You can buy his inventory, but it's sometimes random. You can sell to him only what he has in his inventory. If he refuses to buy from you, you may need to purchase something from him first. Just buy an item from his inventory that has a quantity of one to free up a slot.
